 USA TODAY reached out to the Fb user that shared the publish for comment.

Photo predates COVID-19

Breitbart Texas published an article containing this image on June 5, 2014. Breitbart reported that it got the inner photographs from U.S. Customs and Border Safety. The kids in the photo are no longer carrying masks or socially distanced for the reason that photo modified into taken years sooner than the COVID-19 pandemic began.
