A plan to find a successor to Township CAO Dave Milliner was approved.
His retirement is now less than 18 months away – Dec. 31, 2022, the report said.
Those Southgate employees who wish to apply will do so shortly in a 500-word statement.
Their interest will be discussed with council in closed session early in October and a two-month observation and evaluation period would follow.
In an evaluation at year-end, council will decide if they are content with the internal candidate or want to advertise externally.
There would then be an internal posting to comply with policy and a formal interview.
The document says that council should ensure that the internal candidate(s) are not shut out of the process if members decided to then advertise externally.
Although several members of council had questions about the length of the period for internal applicants, suggesting posting externally as well, the plan was approved.
The staff report cautions that there is a risk that the internal candidates may become frustrated with the length of the process, if the position is advertised externally after the two-month evaluation period.
An internal candidate if chosen could have a six-to-12 month probation, the report states, because the township policy gives a staff member moving to a new position a six-month window to return to their previous post.
An internal/external posting would be for 30 days, with two interviews for the candidates following.
The interviews include aspects like dealing with scenarios that might arise in the course of employment.
Kayla Best, HR Coordinator will lead and coordinate the process of hiring the new CAO. An outside human resources consultant could be used as well, the report said.
